Section 9 (4) of the Act provides that: “All expenses incurred by the Commission for the purposes of this Act shall be a charge on the Consolidated Fund.” This provision in law brings the Commission under the operation of the Exchequer and Audit Act, Chapter 69:01 and the Financial Regulations made thereunder. Within such a legal framework, the Commission receives its funding through direct charges on the Consolidated Fund as well as appropriations by Parliament through the annual Appropriation (Financial Year 2018) Act, 2017.

The Registrar is the Accounting Officer of the Commission and is responsible and accountable to the Minister of Finance, and to the Public Accounts Committee of Parliament. The responsibility of Receiver of Revenue for the Commission also falls under the purview of the Registrar.
